Water Pipeline Construction is another Theater Project related to the story in Tom Clancy’s The Division 2 for PS4, Xbox One, and PC.
The Water Pipeline Construction Project in Division 2, includes three objectives that are almost identical to those from the Outfit Hunting Part Project.

Division 2 Water Pipeline Construction Project Guide
To successfully complete this Division 2 project, here is what you’ll have to do.
Donate Ceramics
Get the Ceramics by dismantling weapons, or by killing Outcast Faction members.
You can also purchase Ceramics from the Ubisoft Club Store, or find them by looting containers such as those in Supply Rooms. As you progress through the game you’ll find enough Ceramics to fill your inventory.
Donate Backpacks
Purchase a Backpack from any shop or find it in containers. Some enemies will also drop it. You can also opt to craft one at the Crafting Station if you have enough Crafting Materials.
Disrupt Propaganda
Disrupt a Propaganda side activity in Downtown East. Your objective is to protect the area until the broadcast disruption ends.
Be advised that this activity has several phases during which you’ll also have to reactivate the system. You can complete this activity while looking for the hidden Downtown East SHD Tech Caches.
Finalizing the Project
Once you complete all objectives, access the Project Tab in the game’s menu and donate the Backpack and the Ceramics.
To collect your rewards Fast Travel to the Project Manager at the Theater Settlement.
