Cold Storage Construction Project in Division 2, comes with 3 objectives which are similar to those from the Outfit Hunting Party Project, or Water Keeper Liberation Project for example; but they have several modifications.

“Food waste has become a big issue. We’re growing a surplus now, and if we don’t have a way to store our food it will end up in the compost pile.
We need to build a cold storage unit, and we need to keep those Hyenas out of the fridge.“

To successfully complete this Division 2 Project here is what you need to do.
Donate Steel
Get the Steel from the True Sons Faction gang members you kill. You can also find Steel inside various containers, or you can buy it from Ubisoft Store as part of the Standard Materials Pack.
This pack costs 20 Club Points and it includes 30 Steel, 30 Polycarbonate and 30 Ceramics.
Donate Kneepads
Purchase Kneepads from any shop or find them in containers. Some enemies also drop Kneepads, or you can craft them at the White House.
Simply check the Workbench and use the Crafting Materials you have in your inventory.
Neutralize Veteran Hyenas
Neutralize Veteran Hyenas while playing main missions, side missions or any other activity. The Veteran Hyenas are easy to identify by the violet health bars above their heads.
They should not be confused with the Elite Hyenas who have yellow health bars. The Division 2 Veteran Hyenas can also be encountered while in free-roam.
Finalizing the Project
After you complete all objectives, access the Project Tab in the game’s menu and donate the Kneepads and the Steel.
To collect your reward for this project Fast Travel to the Project Manager at the Theater Settlement.
