Deep Recovery Force is another Campus Project featured in Tom Clancy’s The Division 2 for PlayStation 4, Xbox One, and PC.
In order to complete the Deep Recovery Force Project in Division 2, three different objectives (listed below) must be completed.

Division 2 Deep Recovery Force Project Guide
To successfully complete this Division 2 Campus Project make sure you follow these steps.
Donate Carbon Fiber
Get Carbon Fiber from the True Sons Faction gang members you kill. You can also find Carbon Fiber inside various containers, or you can buy it from Ubisoft Store as part of the Specialized Materials Pack.
The pack costs 20 Club Points and it includes 15 Carbon Fiber, 15 Electronics and 15 Titanium.
Donate Backpacks
Purchase Backpacks from any shop or find them in containers. Enemies may drop them, or you can get Backpacks through crafting.
Neutralize Elite Outcasts
These enemies can be identified by the yellow health bars above their heads. They can be found in free-roam; however, most activities include at least one.
Some missions (main or side) also feature Elite Outcasts. Kill 2 of them.
After you complete all objectives, access the Project Tab in the game’s menu and donate the Backpacks and Carbon Fiber.
Finalizing the Project
To collect your rewards just Fast Travel to the Project Manager at the Campus Settlement.
