Kratos has the Leviathan Axe and later on, the Blades of Chaos in God of War. In order to deal the most damage, you will need to level them up to the max.

How To Max Level Leviathan Axe
In order to level up the leviathan axe, you need to progress the game. You get Frozen Flames by progressing the game, which you can use to upgrade the axe at the shop.
In order to get the final Frozen Flame, you need to get Chilling Mist of Niflheim.
In order to get it, you need to gain access to Niflheim. In order to do that you need the four Niflheim Language Ciphers that are found in Purple chests.
Once you have done that, you have access to the realm. Travel to the region and talk to Sindri in his shop. He will give you the Ivaldi’s Workshop favor. Complete this favor to unlock the central chamber in Niflheim.
The Chilling Mist is inside the chest on the left side of the workshop. It will cost you 5,000 Mist Echoes to open it. Note that Niflheim is randomly generated and you can get Mist Echoes by opening up chest and selling resources that you find to Sindri to earn Mist Echoes.
Once you have the Chilling Mist, you can exchange it with the Frozen Flame at the shop. You can then use this to upgrade the Leviathan Axe to the max in God of War.
How To Max Level Blades Of Chaos
Blades of Chaos is unlocked around halfway through the game and upgrading it is tied to the story. Progres the story to upgrade it. To upgrade it to the max you need Raging Inferno of Muspelheim.
To get that, you first need to find the four Muspelheim Language Ciphers to get access to the realm. If you have done some exploring the chances are that you have already found them. If not then they are not hard to find.
Once you have the ciphers, you can travel to Muspelheim. Do that and you will need to complete a couple of trails. These can be pretty hard so while you can travel to Muspelheim pretty early on in the game, we do not recommend doing that.
There are 5 trials and you have to beat them twice. Once on normal difficulty and then on a harder difficulty. Do this and you will unlock the gate that gives you access to other parts of the mountain.

Once you do this you will be able to take on the Valkyrie. Beat her to get the Raging Inferno of Muspelheim.
Once you have it you can head over to the shop and trade the Raging Inferno of Muspelheim for a Chaos Flame which you can use to upgrade the Blades of Chaos to the max.
