Coast Guardians is a Campus Project from Tom Clancy’s The Division 2, the latest video game published by Ubisoft for PS4, Xbox One, and PC.
To finish the Coast Guardians Project in Division 2, three objectives (similar to those from the Reclaimer Crew Project) must be completed.

Donate Electronics
Get the Electronics by killing Hyena Faction members. You can also find them inside containers, or you can buy them from Ubisoft Store as part of the Specialized Material Pack.
This pack costs 20 Club Points and it contains 15 Electronics, 15 Carbon Fiber and 15 Titanium.
Donate Chest Armor
Purchase Chest Armors from any shop or find them in containers.
Some enemies also drop them; however, you can also get Chest Armors through crafting at the Crafting Station.
Complete Activities in Foggy Bottom
These include side-missions, as well as taking Control Points, disrupting Propaganda Broadcasts, interrupting Public Executions, or participating in Territory Control events.
Any side-activity counts towards the project’s progression; thus you’ll be able to finish this objective faster if you are working on it while looking to retrieve the Foggy Bottom SHD Tech Caches.
Finalizing the Project
After you complete all objectives, access the Project Tab in the game’s menu and donate the Chest Armors and the Electronics.
To collect your rewards just Fast Travel to the Project Manager at the Campus Settlement.
