The first thing you need to understand is that you can not use this ability anytime you want. This ability depends on how you attack the enemy and deplete his health. If you look closely, you can see that every enemy has another bar below their health bar. This is the crush bar which you need to deplete. The faster you deplete their crush bar, the faster you can perform the Brain Crush attack. Using Psychokinetic Attacks and Rush Attacks as follow-up attacks to any combo will deplete the crush be of an enemy faster.
Soon the enemy will lose his crush bar and will be in a state where you can perform the ability on them. A prompt will come up asking you to press a button.
