You will be able to use the fishing rod by opening the wheel when you are near any water body such as a lake, pond, etc. 

Put bait in the water and when the controller starts vibrating press RT on Xbox and R2 on PlayStation so you can hook a fish. For pulling the fish you caught towards you, make use of the thumbsticks. Keep pulling until you see the red flash disappear. The fish can unhook itself and can disappear.
