Weiss appears in the Shinra Combat Simulator. Note that you can not fight him in Chapter 2 but will first complete a few things. The Weiss boss fight is in Chapter 17 and can be accessed after completing Yuffie’s DLC, Episode Intermission. After completing the DLC, you will see some cutscenes, after which you will get a pop-up saying you can fight Weiss the Immaculate. Next, you need to make your way to the Shinra Combat Simulator, where you can start your fight with him.
The game requires you to play the game on hard difficulty mode, or else you can not fight Weiss. You also can not use Götterdämmerungs in the entire fight. The fight is challenging and can become frustrating at certain intervals. Neto is his partner, so defeating him, in turn, leads you to Weiss. If you successfully defeat Weiss, you will also earn the “Corruptor of the Immaculate” trophy.
