Lugia is a legendary Pokémon in the game which players try to find to take a photograph of. The game does not disclose its location. This means that you will have to find the Pokémon yourself. Where to find Lugia in New Pokémon Snap
You can find Lugia in the Lental Undersea. Make your way to Research Level 2 in that area. Once arriving there, look for Pelipper, Corsola and take a right from these Pokémons. When you see Clawitzer throw an Illumina orb at it. This will allow you to go through the area that was previously blocked by a boulder.
Upon reaching the deep sea, you can find Sharpedo attacking a Lumineon. Look around this area thoroughly for a Lantern and throw your Illumina orb at it. Follow it till it gets Frillish catches it. Free it by throwing another orb at it. Once free, it will lead you through a tunnel that leads to Lugia. Lugia will be sleeping here so you can take its photograph easily.
