Once you have completed the main mission called The Burning of the Wicker Man you will get invited to visit Tewdwr. To get the letter you need to check the letterbox in your main building in the settlement.

Go back to Glowecestre and talk to Tewdwr. Select the dialogue option with the heart icon in order to flirt with him. This will trigger the romance scene with the character. You will then get up and say goodbye to him.
